[5] حدثنا موسى بن إسماعيل قال: حدثنا أبو عوانة قال: حدثنا موسى بن أبي عائشة قال: حدثنا سعيد بن جبير عن ابن عباس في قوله تعالى { لا تحرك به لسانك لتعجل به } قال: ;ان رسول الله ﷺ يعالج من التنزيل شدة وكان مما يحرك شفتيه، فقال ابن عباس فأنا أحركهما لكم كما كان رسول الله ﷺ يحركهما، وقال سعيد أنا أحركهما كما رأيت ابن عباس يحركهما فحرك شفتيه فأنزل الله تعالى { لا تحرك به لسانك لتعجل به إن علينا جمعه وقرآنه } قال جمعه له في صدرك وتقرأه { فإذا قرأناه فاتبع قرآنه } قال: فاستمع له وأنصت { ثم إن علينا بيانه } ثم إن علينا أن تقرأه فكان رسول الله ﷺ بعد ذلك إذا أتاه جبريل استمع فإذا انطلق جبريل قرأه النبي ﷺ كما قرأه.
[5] Musa bin Ismail told us, he said: Abu Awana told us, he said: Musa bin Abi Aisha told us, he said: Saeed bin Jubair told us on the authority of Ibn Abbas regarding the Almighty’s saying {Do not move your tongue with it to hasten it} He said: The Messenger of God, may God’s prayers and peace be upon him, is treated for severe downloading, and it was from what moved his lips. Ibn Abbas said, “I will move them for you as the Messenger of God, may God’s prayers and peace be upon him, used to move them, And Saeed said, I move them as I saw Ibn Abbas move them, so he moved his lips, so God Almighty revealed {Do not move your tongue with it to hasten with it, He said, “Collect it for him in your chest and you recite it.” So when we recite it, follow its recitation, He said: So listen to him and be silent {Then we have to explain it} Then we have to read it, so the Messenger of God, may God’s prayers and peace be upon him, was after that If Gabriel came to him, he listened, and when Gabriel left, the Prophet, peace be upon him, recited it as he had recited it.

The Hesitation is: delay due to uncertainty of mind or fear.
This can be both good and bad.
You can hesitate before saying or doing something that might hurt others or yourself, so in this scenario is actually good to double think your actions or words. The witness:
1 - The Messenger of God, Muhammad - may God bless him and grant him peace - before he was an infallible prophet, is a human being who is subject to human behavior.
2 - May God bless him and grant him peace - he was afraid that he would forget the Qur’an after Gabriel - peace be upon him - returned to heaven...so God Almighty reassured him that this would not happen.
3- Haste in the matter is one of the attributes of Satan, and it is not one of the attributes of a wise person, so God - the Almighty - kept his beloved Muhammad - may God bless him and grant him peace - away from quoting this inappropriate form of prophecy (haste). And God is Most High and Knowing.
